Job Title:-Senior Nurse Manager

JOB PURPOSE:-
• The purpose of this role is to provide leadership, direction and operational management to the clinical and support staff in the development and delivery of services. This post supports the corporate accountability of the Chief Executive Officer and Chief Nursing Officer by ensuring that there are clear and effective structures and processes designed for coordinated decisions that achieve the Board’s strategy for safe, effective, person cantered care and business development and delivery.
• The post holder is responsible for promoting the nursing units assigned to them, both internally and externally, as areas where patients and relatives will receive the highest standard of clinical care taking into account national standards and statutory requirements and the professional accountability of staff.
SCOPE AND RANGE:-
• The post holder has 24hour responsibility for their designated areas. In addition to this the post holder will contribute to a senior nursing rota which provides a designated nurse leader on site in office hours and total hospital management out of office hours

Adult Intensive and High Dependency Care Areas
Coronary Care Area
Neonatal Intensive Care and High Dependency Care Areas
Emergency Department Treatment and Resuscitation Rooms
Radiology Nursing
Number of Staff managed by post holder:-
Approximately 100 staff. This will include different grades of nursing staff as well as administration staff for the areas.
Staff Numbers are calculated using current workforce planning models.
• The post holder will work closely with the management team and marketing to review current and projected bed availability/theatre space in line with hospital targets set in the Strategic Plan for the further development of Hospital Critical Care Services, taking into account population diversity and health needs. The post holder will then recruit staff based on developing manpower planning models taking account of skill mix, acuity, patient flow and expanding service projections.
• Statistical records will be kept to demonstrate staffing levels in relation to patient volumes and diversity, patient dependency/ average nursing hours per day and staff efficiency. The post holder will develop and justify the operating and capital budget requirements for the areas of responsibility and for the commissioning of new services. S/he will involve and liaise with all necessary personnel within the multi-disciplinary teams.
MAIN DUTIES/RESPONSIBILITIES:-
• As part of the Senior Nursing Team, the post holder will provide professional leadership and management for the Department of Nursing so that all appropriate professional standards are met, and ensure that the Department of Nursing is effectively developed, organised and integrated with other professional and support departments to achieve the strategic aims and values of Hospital.
• The post holder will provide professional expertise in their specialist area and promote high levels of competence in this area through developing policies, setting standards and educating, training and motivating staff to adhere to these. They will also use the expertise of others where they do not have that experience.
Development/Education:-
• Through the hospital appraisal and competency system, the post holder will work with individuals to maximize their potential through objective setting, in order that their personal and professional objectives reflect the overall objectives of their Units. S/he will ensure that all staff have yearly appraisals and will identify developmental needs of staff and build required finances into the budget plan where appropriate.
• The post holder will develop and co-ordinate a recruitment strategy for their area of responsibility which supports the overall nursing recruitment programme.
• Develop, and manage staff within the areas managed by the post holder and create an open, supportive and positive culture to maximise their potential, ensure efficiency and effectiveness in achieving all aspects within the Strategy for Nursing, and ensure that customer care is developed which responds to the needs of patients and their families.
• The post holder will actively participate in/promote educational activities across the organisation, most particularly in the areas of nursing and customer care.
• The post holder will have a Personal Work Plan and identify training needs as required to the Chief Nursing Officer
Quality Standards:-
• In collaboration with the Chief Nursing Officer, Quality Manager and other Hospital Managers, the Board’s Quality Strategy and Joint Commission International (JCI) Standards will be interpreted and implemented through a variety of clinical, professional and operational initiatives.
• The post holder will work with colleagues and staff within their designated department to implement appropriate Quality and Risk Management standards so that the organisation may be assured that the security and quality of clinical services delivered conform with standards developed by Joint Commission International Accreditation standards and the Dubai Health Authority (DHA)
• The post holder will work with colleagues and staff within his/her designated department to implement and monitor appropriate Clinical Effectiveness, Patient Safety Standards and Infection Prevention and Control standards and in partnership with all appropriate (clinical, non-clinical and) managerial interests, ensure that effective clinical and non-clinical risk management processes are developed and implemented, within his/her designated areas, to eliminate or reduce potential hazards and safeguard the security of clinical services.
• The post holder is key to the formulation and implementation of clinical, nursing and administration policies and procedures relating to the Department of Nursing.
Risk Safety:- The post holder is responsible for the interpretation and execution Hospitals Risk and Safety policies within the nursing areas, and as a member of senior staff, report any concerns to the Risk Safety Officer, Chief Operating Officer or Chief Nursing Officer
Strategic Role:-
• The post holder participates in the Department of Nursing ‘Strategy for Nursing’ by being an active participant in ongoing projects and initiatives. S/he will be responsible for including and encouraging all nursing staff in activities related to the profession, through personal work plans.
• The post holder will work with the Chief Nursing Officer to demonstrate and exemplify positive behaviours and attitudes and establish effective working relationships with interdependent functions, services and other agencies, which will support co-operative and partnership working.
• The post holder complies with the requirements of the registration and advisory bodies within nursing and of the wider hospital arena i.e. DHA
Research: – The post holder will support and may participate in clinical and nursing research. S/he will encourage utilisation of research findings to improve patient care within the parameters of the unit budget. S/he has responsibility for ensuring that current practice within the nursing department in his/her remit is evidence based
Practice:-The post holder ensures the delivery of patient care based on standards of care agreed throughout the organisation and in line with national/international standards. S/he will work with the multidisciplinary team to achieve a high standard of patient care.
This role may occasionally require a clinical remit and the post holder will require to maintain skills in looking after all aspects of dependent patients within the area for which
S/he is recruited.
Time Allocation:-It is likely that eighty per cent of the job function will be spent on the managerial aspects of the role as outlined above, with the remainder of time providing a supportive clinical and educational role. However the demands of the service can be unpredictable and this percentage of time allocation will change from time to time.
SYSTEMS AND EQUIPMENT:-
• The post holder will be required to use the Microsoft Office Package in the completion of statistics, including information required for workforce planning and salary payments/time sheets. In addition the
• Post holder will use Office Systems in the production of reports and presentations. S/he will be responsible for creating databases and spreadsheets that demonstrate nursing efficiency
• In performing and monitoring clinical care, competence is required in using the Hospital Systems available and relevant components of the Patient Administration System.
• The post holder will also be confident in all aspects of caring for patients that require the use of monitoring equipment and other complex equipment used in the Provision of clinical treatment. This includes the reporting of faulty Equipment.
• Patient and staff records will be managed in accordance with hospital policy.
DECISIONS AND JUDGEMENT:-
Security: Overall responsibility for the security of the department, includes security of keys
Budgetary Accountability: The post holder must keep within the limits set for the cost centre budgets, allowances will be made for variances in the patient flow and recruitment challenges S/he will be involved in the setting of their unit budgets on an annual basis with the Chief Nursing Officer
Purchasing:-Gives advice on the professional nursing aspects of Capital Expenditure
New Builds and Upgrades: To advice on nursing aspects for new builds and upgrades to facilities and service provision.
Policy generation and review: The post holder will be responsible for the generation and review of all department policies within their allocated areas and in addition the post holder will be expected to help in the Development of policies that have wider hospital influence.
Emergency Calls:-
• The post holder has a duty to respond to the emergency codes as part of his/her duty manager/ senior nurse responsibilities. In so doing s/he is required to keep up to date with current resuscitation practice.
• The post holder reports directly to the Chief Nursing Officer and is expected to fulfil this role autonomously within the parameters of established local and national priorities, general policies and procedures set in conjunction with the Chief Nursing Officer and/or Senior
• Management Team. S/he uses his/her own initiative to make decisions independently and takes minimal guidance from the Chief Nursing Officer in relation to clinically specific decisions and day to day management of his/her department(s)
• The post holder will be required to ‘act up’ to cover leave and also represent the Chief Nursing Officer at internal and external meetings from time to time.
• Shift patterns may change according to the demands of the role e.g. where specific clinical skills are required and unfilled, the post holder may occasionally require to work within the current nursing shift patterns to fulfil that gap within his/her department.
COMMUNICATIONS AND RELATIONSHIPS: –
• The post holder is expected to communicate with all levels of clinical and non-clinical staff within Hospital and with clinical colleagues in external organisations. Excellent communication skills are required membership of internal and external groups/committees
• The post holder will work with the Chief Nursing Officer, other managers and clinical staff within the hospital in the planning, delivery, evaluation and development of nursing services managed by the post holder.
• The post holder is expected to have strong presentation skills and to be able to express a view convincingly and coherently, verbally and in writing. They will have the ability to deliver formal presentations to large groups of people.
• S/he will discuss issues of common concern, share good practice, and contribute to the development of common nursing strategies in conjunction with nursing and medical colleagues at senior level both internally and externally.
• The post holder will build and maintain effective communication between all members of the multidisciplinary team; cross clinical and interdepartmental boundaries with confidence and sensitivity in pursuit of establishing trust and respect throughout the team
• The post holder will be required to deal with complex or stressful situations – negotiating with Patients, staff and relatives. S/he will be required to provide advice, information and guidance and should be equipped to council patient’s staff and relatives where this is necessary S/he will be required to deal with bereaved relatives
• The post holder will demonstrate a balanced, equitable approach to managing difficult situations for patients, staff and visitors.
• The post holder will be accountable for managing change within the departments for which s/he is responsible as the organisation develops.
MOST CHALLENGING/DIFFICULT PARTS OF THE JOB
• To be sufficiently influential on the behaviour of others over whom the post holder has responsibility and for those for whom the post holder has no formal authority to achieve and embed the highest possible standards of risk assessment, management processes and day to day working practices relating to the safe and Effective delivery of clinical care.
• Ensuring and facilitating delivery on these agendas through adaptation and revision of the action plans in light of new information, direction developments and /or deadlines retention and recruitment of staff in a changing environment
